Open Knowledge and Sharing

We believe in sharing resources. In today's information society we are surrounded, perhaps bombarded, by information. Unlike tangible goods or products, which can be "used up", ideas can be shared over and over again, providing value for many. Over time, we have seen many public agencies "recreate the wheel" by spending the resources to develop their own systems and policies when it may have been advantageous to use something that another agency developed. Aren't public documents and works in the public domain?
